Follow the guidelines for developing accessible content, and be aware that there are some specific WebCT warnings.

How to ... for people authoring material for uploading into or linking from WebCT

Note that all content should be developed in compliance with the W3C Web Content Accessibility Guidelines. Content that is accessible can be included in WebCT for ease of management but care should be taken to ensure that this process does not make it inaccessible to some students. WebCT is a database that has its own way of managing and serving its content and so what is imported into WebCT may appear differently when served to the student.

How to ... for people uploading content into WebCT

First, make sure your content is accessible (see how to test it). Then ensure that already accessible content does not become inaccessible once uploaded into WebCT.
