We site managers who do not know how to make accessible sites themselves, face a difficult problem of quality assurance of both their team and the products. It is recommended that no work be undertaken without a clear set of requirements that:

Unfortunately, too often developers or content do not reach suitable standards and by then it is very expensive to retrofit accessibilility without losing the original look and feel of the web resources. It should be noted that in some circumstances, there are no excuses for not publishing accessible content and responsibility can be expensive where users suffer as a result of not being able to access content.

It is wise to check the legal requirements that apply to any particular website as well as local policies.
