HTML was re-written in 1999 and now includes many features for universal access. The guidelines for universal web accessibility point out good ways to use the HTML language. The guidelines recommend working also with Cascading Style Sheet language version 2 which was also completed in 1999.
Unfortunately, not all web authoring tools or browsers use the HTML 4.0 or CSS2 specifications strictly. Because of this, transitional versions of HTML and CSS are described in the W3C WAI Guidelines.
